JAPANES ASPIONAGE:

"CHINA DEVELOPMENT COMPANY

LIMITED".

(A subsidiary organisation of the South Manchurian

Railway).

The Shameen firm called the HING CHUNG COMPANY

(covering the KOCHU KOSHI Company, the China Development

Company and

the Last Asia Economic Investigation Bureau of

Tokyo) is a bogus company doing no business and is the

headquarters for the control of the whole Japanese espionage

organisation in Hong Kong, South China, Hainan and Kalaya.

All the expenses and salaries are paid direct by the Japanese

War Ministry. The principal agents for the collection and

dissemination of information are:-

(a) Seljo Sawada and Mitsugu Shibata, who are both

attached to the Japanese Consulate-General at

Hong Kong as Chancellors.

(b) Toehio Shoji and Katsushiro Nagai, attached to the

Japanese Consulate-General at Hong Kong as so called

"marine inspectors".

(c) Kwarokuro Endo, Commercial Attaché to the Japanese

Consulate-General at Hong Kong.

(d) Chenosuke Tonegi, Chancellor to the Japanese Consulate

at Canton.

(e) giioni Yasumura

and his assistant Masani Yamashita,

officials of the Bouth Manchuria Railway, living at

Macdonnell Road, and

(f) Kitaro Chinara, clerk to the Japanese Coneul at Canton.

All these with the aid of Japanese and Chinese scouts

collect/
